What if user doesn’t like the design?

Many question arises when the user doesn’t like the design of your choice.
Should you recode everything in HTML?
Should you try to develop a rough copy through Photoshop or GIMP.

In my opinion the best thing to do is get back to story-boarding and develop a sketch, it saves both time and money.
The storyboard always gives the best details with minimum work.
You get a brief overview of how the site would look, how the different elements should interact, how the different colors complement each other ,etc.
Storyboards may not be the final version of the site but it where we consider major design elements in of the website.
