We discuss a case study of Himachal Pradesh as<\/p>\n<p>&nbsp;<\/p>\n<p><strong>E-PENSION in Himachal Pradesh<\/strong><br \/>\nePension\u00a0 application\u00a0 is\u00a0 the\u00a0 result\u00a0 of\u00a0 major\u00a0 process\u00a0 re-engineering\u00a0 by\u00a0 the\u00a0 Government\u00a0 of\u00a0 Himachal\u00a0 Pradesh,\u00a0 Department\u00a0 of\u00a0 Finance,\u00a0 Treasury\u00a0 Accounts\u00a0 and Lotteries\u00a0 benefiting\u00a0 senior\u00a0 citizens.\u00a0 It\u00a0 involves\u00a0 complete\u00a0 change\u00a0 in\u00a0 the\u00a0 pension<br \/>\ndisbursement\u00a0 system\u00a0 for\u00a0 HP\u00a0 Government\u00a0 pensioners.\u00a0 The\u00a0 web\u00a0 interface\u00a0 enables\u00a0 the HP\u00a0 Government\u00a0 pensioners\u00a0 to\u00a0 know\u00a0 the\u00a0 status\u00a0 and\u00a0 details\u00a0 of\u00a0 their\u00a0 monthly\u00a0 pension through\u00a0 Internet\u00a0 where\u00a0 complete\u00a0 pension\u00a0 detail\u00a0 for the\u00a0 last\u00a0 12\u00a0 months\u00a0 is\u00a0 available.<br \/>\nPension forms being submitted by the retiring Government servants were modified in consultation with the AG-HP.<\/p>\n<p><strong>OLD SYSTEM OF DISBURSEMENT OF PENSION<\/strong><br \/>\nThe\u00a0 state\u00a0 government\u00a0 pensioners\u00a0 in\u00a0 the\u00a0 state\u00a0 were\u00a0 getting\u00a0 their\u00a0 pension\u00a0 through treasuries\u00a0 and\u00a0 banks\u00a0 as\u00a0 per\u00a0 the\u00a0 options\u00a0 exercised\u00a0 by\u00a0 the\u00a0 pensioners.\u00a0 The\u00a0 system\u00a0 of payment\u00a0 of\u00a0 pension\u00a0 to\u00a0 the\u00a0 state\u00a0 government\u00a0 pensioners\u00a0 prior\u00a0 to\u00a0 2006\u00a0 (termed\u00a0 as\u00a0 old<br \/>\nsystem hereinafter) utilized the reach of banks as bank branches are present through out, even in remotest of the locations in the state.<br \/>\nIn\u00a0 old\u00a0 system,\u00a0 pensioners\u00a0 had\u00a0 the\u00a0 option\u00a0 to\u00a0 draw\u00a0 pension\u00a0 from\u00a0 any\u00a0 PDA\u00a0 (i.e. Pension Disbursing Agency).The PDAs were either the authorized banks branches or the treasuries.\u00a0 The\u00a0 PPOs\u00a0 in respect\u00a0 of\u00a0 all\u00a0 classes\u00a0 of\u00a0 pensioners\u00a0 were\u00a0 received\u00a0 from\u00a0 Pension<br \/>\nAuthorizing\u00a0 Agency\u00a0 i.e.\u00a0 the\u00a0 AG\u00a0 in\u00a0 district\u00a0 treasuries.\u00a0 Registers\u00a0 (TR\u00a0 36)\u00a0 were\u00a0 being maintained in district treasuries, in which most of the information contained in the PPO was entered manually. After this the PPOs were sent to the PDAs. The pension payment<br \/>\nto\u00a0 the\u00a0 pensioners\u00a0 on\u00a0 the\u00a0 basis\u00a0 of\u00a0 authorization\u00a0 in the\u00a0 PPO\u00a0 was\u00a0 the\u00a0 responsibility\u00a0 of\u00a0 the PDA.\u00a0 There\u00a0 was\u00a0 no\u00a0 intervention\u00a0 of\u00a0 treasury\u00a0 in\u00a0 the\u00a0 pension\u00a0 payment.\u00a0 District\u00a0 treasuries entered the paid pension vouchers in the accounts.<br \/>\nThere were three systems of pension payment in the state.<br \/>\n1.\u00a0 Payment\u00a0 by\u00a0 banks:\u00a0 In\u00a0 this\u00a0 system,\u00a0 the\u00a0 pensioners\u00a0 opened\u00a0 accounts\u00a0 in\u00a0 bank branches\u00a0 of\u00a0 seven\u00a0 banks\u00a0 (SBI,SBoP,UCO,PNB,UBI,CBI,BoI)\u00a0 authorized\u00a0 for\u00a0 pension payment.\u00a0 Pensioner\u2019s\u00a0 pension\u00a0 accounts\u00a0 were\u00a0 credited\u00a0 by\u00a0 the\u00a0 branches\u00a0 on\u00a0 1st of\u00a0 every month on the basis of entitlements authorized in the PPO. Pensioners were not required to visit\u00a0 banks\u00a0 for\u00a0 getting\u00a0 pension.\u00a0 Calculation\u00a0 of\u00a0 entitlements\u00a0 was\u00a0 responsibility\u00a0 of\u00a0 paying branch.<br \/>\n2.\u00a0 Payment\u00a0 by\u00a0 banking\u00a0 treasuries:\u00a0 In\u00a0 banking\u00a0 treasuries\u00a0 separate\u00a0 bills\u00a0 for\u00a0 each pensioner used to be prepared and passed by treasury. Passed bills were then given to the pensioners who would then present these bills at the bank branch attached to the treasury<br \/>\nfor getting payment.<br \/>\n3.\u00a0 Payment by non-banking treasuries: In non \u2013 banking treasuries separate bills for each pensioner used to be prepared and passed. Cash was also disbursed to pensioners on the basis of passed bills at the treasury.<\/p>\n<p>In\u00a0 the\u00a0 latter\u00a0 two\u00a0 systems,\u00a0 bills\u00a0 for\u00a0 each\u00a0 pensioner\u00a0 were\u00a0 prepared\u00a0 and\u00a0 personal monthly appearance of pensioner in treasuries was mandatory.<\/p>\n<p><strong>MAJOR PROBLEMS\u00a0 IN OLD SYSTEM \u00a0<\/strong><br \/>\n1.\u00a0 Number of pensioners was quite large (approximately 75000 in 2006) and was increasing\u00a0 at\u00a0 the\u00a0 rate\u00a0 of\u00a0 around\u00a0 2500\u00a0 pensioners\u00a0 per\u00a0 year.\u00a0 Also\u00a0 all\u00a0 the documents\u00a0 were\u00a0 routed\u00a0 through\u00a0 District\u00a0 Treasury.\u00a0 Both\u00a0 these\u00a0 reasons\u00a0 lead\u00a0 to increase\u00a0 in\u00a0 work\u00a0 load.\u00a0 Manual\u00a0 system\u00a0 in\u00a0 Treasuries added\u00a0 to\u00a0 the\u00a0 problems because it was not only prone to errors and time consuming but was out of tune in the age of e-Governance. Huge data was difficult to maintain. In the absence of properly maintained records over\/under payment were being done and it was difficult to detect such cases.<br \/>\n2.\u00a0 There are a lot of wrong payments made by the PDA e.g.<\/p>\n<p>(i)\u00a0 Restoration of pension (commuted portion) was not being done in time.<br \/>\n(ii)\u00a0 A lot of pensioners continued to draw their pension on un-revised rates.<br \/>\n(iii)\u00a0 Necessary\u00a0 certificates\u00a0 were\u00a0 not\u00a0 taken\u00a0 as\u00a0 a\u00a0 result\u00a0 of\u00a0 which\u00a0 pension\u00a0 accounts\u00a0 continued\u00a0 to\u00a0 be\u00a0 credited\u00a0 even\u00a0 after\u00a0 death of\u00a0 pensioner\/family pensioner.<br \/>\n(iv)\u00a0 Banks did not make Life Time Arrears payments in case of death of the\u00a0 pensioners.<br \/>\n(v)\u00a0 Banks\u00a0 official,\u00a0 in\u00a0 many\u00a0 cases,\u00a0 were\u00a0 not\u00a0 able\u00a0 to\u00a0 calculate\u00a0 entitlements properly leading to overpayments or underpayments.<br \/>\n(vi)\u00a0 Many\u00a0 a\u00a0 times,\u00a0 DA\u00a0 was\u00a0 not\u00a0 given\u00a0 at\u00a0 proper\u00a0 rate.\u00a0 DA\u00a0 and\u00a0 arrear\u00a0 on\u00a0 DA were\u00a0 delayed\u00a0 by\u00a0 bank\u00a0 branches\u00a0 because\u00a0 of\u00a0 none\u00a0 availability\u00a0 of Government instructions.<br \/>\n(vii)\u00a0 Re-employed\u00a0 pensioners\u00a0 were\u00a0 getting\u00a0 full\u00a0 pension\u00a0 whereas\u00a0 they\u00a0 were entitled to basic pension only.<\/p>\n<p>3.\u00a0 No entry was being made in the PPO regarding pension paid to the pensioner which\u00a0 was\u00a0 the\u00a0 mandatory\u00a0 provision\u00a0 of\u00a0 the\u00a0 Public\u00a0 Sector\u00a0 Bank\u00a0 Scheme notified by the Government.<br \/>\n4.\u00a0 All the cases of over\/under payments caused a lot of harassment to pensioners. Recoveries\u00a0 were\u00a0 not\u00a0 affected\u00a0 by\u00a0 banks.\u00a0 If\u00a0 recoveries\u00a0 were\u00a0 made,\u00a0 accounting of\u00a0 recoveries\u00a0 was\u00a0 not\u00a0 being\u00a0 done.\u00a0 Sometimes\u00a0 banks\u00a0 affected\u00a0 recoveries\u00a0 by<br \/>\nway of short drawls. Recovered amount by this method remained unaccounted in almost all the cases.<br \/>\n5.\u00a0 In\u00a0 the\u00a0 case\u00a0 of\u00a0 pensioners\u00a0 who\u00a0 served\u00a0 during\u00a0 Punjab time,\u00a0 some\u00a0 portion\u00a0 of pensionary liability is allocated to the Punjab. Such allocations are reimbursed by Punjab. Banks in most of the cases unaware of accounting procedure kept<br \/>\nwhole\u00a0 amount\u00a0 in\u00a0 HP\u00a0 allocation.\u00a0 Thus,\u00a0 the\u00a0 State\u00a0 Government\u00a0 incurred recurring losses on account of wrong allocation.<br \/>\n6.\u00a0 There was no uniformity in the system of pension payment as there were three systems\u00a0 of\u00a0 pension\u00a0 disbursement\u00a0 in\u00a0 state.\u00a0 It\u00a0 was\u00a0 not\u00a0 possible\u00a0 to\u00a0 compile\u00a0 any information and retrieval of data was almost impossible.<br \/>\n7.\u00a0 Pensioners had a lot of grievances and banks were not in a position to redress grievances\u00a0 due\u00a0 to\u00a0 lack\u00a0 of\u00a0 knowledge\u00a0 of\u00a0 pension\u00a0 rules.\u00a0 Redressal\u00a0 was\u00a0 time consuming and tedious as pension records were with banks.<\/p>\n<p><strong>THE COMPUTERISED SYSTEM :\u00a0 e-Pension<\/strong><br \/>\nIn\u00a0 order\u00a0 to\u00a0 remove\u00a0 all\u00a0 the\u00a0 problems\u00a0 mentioned\u00a0 above\u00a0 pension disbursement\u00a0 was\u00a0 computerized\u00a0 through\u00a0 the\u00a0 e-pension\u00a0 system.\u00a0 The\u00a0 pilot\u00a0 run of the system was done successfully in one of the twelve districts of the state. In\u00a0 2006\u00a0 ,\u00a0 complete\u00a0 rollout\u00a0 of\u00a0 the\u00a0 system\u00a0 was\u00a0 done. Major\u00a0 features\u00a0 of\u00a0 e-pension are:<br \/>\n1. In e-pension, option given to pensioners to draw their pension from treasuries\u00a0 was\u00a0 withdrawn.\u00a0 All\u00a0 pensioners\u00a0 drawing\u00a0 pension\u00a0 from\u00a0 treasuries were shifted to the banks.<br \/>\n2.\u00a0 More\u00a0 banks\u00a0 were\u00a0 authorized\u00a0 for\u00a0 pension\u00a0 payment\u00a0 through\u00a0 out\u00a0 the state.\u00a0 All\u00a0 pensioners\u00a0 shifted\u00a0 from\u00a0 treasuries\u00a0 opened\u00a0 accounts\u00a0 in\u00a0 authorized bank branches.<br \/>\n3.\u00a0 PPOs\u00a0 received\u00a0 from\u00a0 the\u00a0 AG\u00a0 are\u00a0 not\u00a0 sent\u00a0 to\u00a0 the\u00a0 PDAs\u00a0 but\u00a0 are retained in the district treasuries.<br \/>\n4.The\u00a0\u00a0\u00a0 data\u00a0 base\u00a0 in\u00a0 the\u00a0 form\u00a0 of\u00a0 PDA-Master\u00a0 and\u00a0 PPO Master\u00a0 was created at the District Treasuries. Detailed entry of approximately 75000 PPO was done in-house by the officials of the department.<br \/>\n5.\u00a0 PDA-Master\u00a0 is\u00a0 the\u00a0 list\u00a0 of\u00a0 designated\u00a0 bank\u00a0 branches\u00a0 in\u00a0 the\u00a0 District which\u00a0 are\u00a0 disbursing\u00a0 pension\u00a0 to\u00a0 HP\u00a0 Pensioners.\u00a0 This\u00a0 list\u00a0 is<br \/>\nmaintained\/updated centrally at shimla.<br \/>\n6.\u00a0 PPO\u00a0 Master\u00a0 file\u00a0 is\u00a0 the\u00a0 data\u00a0 base\u00a0 of\u00a0 all\u00a0 pensioners\u00a0 in\u00a0 the\u00a0 District containing\u00a0 all\u00a0 the\u00a0 relevant\u00a0 information\u00a0 required\u00a0 for\u00a0 pension\u00a0 payment.\u00a0 The PPO Master is created and updated at District Treasuries on the basis of PPOs received from the AG.<br \/>\n7. All the PPO files of pensioners being maintained at different banks were recalled at the concerned District Treasuries.<br \/>\n8. On the basis of PPO Master created in the District Treasuries, Bank branch\u00a0 wise\u00a0 monthly\u00a0 pension\u00a0 payment\u00a0 scroll\u00a0 is\u00a0 generated\u00a0 for\u00a0 all\u00a0 branches\u00a0 in district. Thus the responsibility of pension processing and calculation has now shifted to treasuries. The scroll is sent to the link bank branch of the district by 23rd\u00a0 of the preceding month in advance.<br \/>\n9. The branch wise pension payment scrolls are then sent to the paying branches\u00a0 of\u00a0 the\u00a0 district\u00a0 by\u00a0 the\u00a0 link\u00a0 branch\u00a0 for\u00a0 crediting\u00a0 pensioner\u2019s\u00a0 accounts strictly\u00a0 as\u00a0 per\u00a0 the\u00a0 scroll\u00a0 sent\u00a0 by\u00a0 district\u00a0 treasuries.\u00a0 All\u00a0 the\u00a0 PDAs\u00a0 in\u00a0 the\u00a0 state<br \/>\nhave now been converted from active PDAs, calculating\/processing pension to passive PDAs , making pension payment on the\u00a0 basis of scroll of the district treasuries.<br \/>\n10.\u00a0 After\u00a0 crediting\u00a0 bank\u00a0 accounts\u00a0 of\u00a0 the\u00a0 pensioners,\u00a0 paying\u00a0 branches return\u00a0 the\u00a0 scroll\u00a0 through\u00a0 link\u00a0 branches\u00a0 to\u00a0 district\u00a0 treasuries\u00a0 for\u00a0 entering\u00a0 into the accounts.<br \/>\n11.\u00a0 All\u00a0 the\u00a0 necessary\u00a0 certificates\u00a0 continue\u00a0 to\u00a0 be\u00a0 taken\u00a0 by\u00a0 bank branches. These are then sent to District Treasury along with scrolls.<br \/>\n12. Pensioners of other states drawing pension in treasuries were also shifted\u00a0 to\u00a0 bank\u00a0 branches\u00a0 located\u00a0 at\u00a0 the\u00a0 place\u00a0 from where\u00a0 they\u00a0 were\u00a0 taking pension through Treasuries.<br \/>\n13.\u00a0 The\u00a0 scroll\u00a0 generated\u00a0 by\u00a0 District\u00a0 Treasury\u00a0 was initially\u00a0 sent\u00a0 to\u00a0 the banks\u00a0 in\u00a0 triplicate.\u00a0 Triplicate\u00a0 copy\u00a0 of\u00a0 scroll\u00a0 was retained\u00a0 by\u00a0 the\u00a0 branch. Paying\u00a0 branches\u00a0 returned\u00a0 payment\u00a0 scroll\u00a0 in\u00a0 duplicate\u00a0 in\u00a0 the\u00a0 form\u00a0 of\u00a0 paid vouchers to link branch which retained duplicate copy. Original copy was sent to District Treasury for accounting purpose. Later the soft copy of scroll was started\u00a0 through\u00a0 which\u00a0 banks\u00a0 upload\u00a0 payment\u00a0 data\u00a0 directly\u00a0 into\u00a0 their\u00a0 CBS platform thereby crediting pension accounts of beneficiaries.<br \/>\n14.\u00a0 Pension\u00a0 forms\u00a0 being\u00a0 submitted\u00a0 to\u00a0 the\u00a0 AG\u00a0 by\u00a0 the\u00a0 retiring government employees\u00a0 were modified by making it mandatory to enter\u00a0 bank account and bank branch details.<\/p>\n<p><strong>BENEFITS OF\u00a0 e_PENSION<\/strong><br \/>\nThe e-pension system took care of all the shortcomings of manual system of pension disbursement. The benefits of the e-Pension are as under:-<\/p>\n<p>1.\u00a0 Every\u00a0 state\u00a0 pensioner\u00a0 is\u00a0 getting\u00a0 pension\u00a0 through\u00a0 some\u00a0 bank\u00a0 branch.\u00a0 No cash disbursal from Treasuries and Banks don\u2019t process pension<br \/>\n2. Calculation of pension entitlement amounts at District Treasury beforehand<br \/>\n3. More local banks involved for pension distribution<br \/>\n4.Instant Revision of Pension in all District Treasuries in case of grant of DA other\u00a0 arrears, DA merger, pension revision etc.<br \/>\n5.\u00a0 The\u00a0 pensioners\u00a0 can\u00a0 know\u00a0 details\u00a0 of\u00a0 pension\u00a0 (break-up\u00a0 in\u00a0 terms\u00a0 of\u00a0 basic, DP, DA, arrears-if any, recoveries- if any, net pension)<br \/>\n6. Web Interface for Pensioners at\u00a0\u00a0<a title=\"http:\/\/himachal.nic.in\/ePension\u00a0\u00a0\" href=\"http:\/\/himachal.nic.in\/ePension%C2%A0%C2%A0\">http:\/\/himachal.nic.in\/ePension\u00a0\u00a0<\/a><br \/>\n7.\u00a0 Through\u00a0 web-interface\u00a0 pensioner can\u00a0 see\u00a0 pension\u00a0 for\u00a0 the\u00a0 last\u00a0 12-months and get print out for Income Tax return filing purposes.<br \/>\n8. Efficient &amp; fast Grievance Redressal through DTO by Email<br \/>\n9.\u00a0 Recovery\u00a0 of\u00a0 huge\u00a0 amounts\u00a0 on\u00a0 account\u00a0 of\u00a0 pre-1966 pension\u00a0 and\u00a0 over-payments on account of wrong payment (book adjustments)<br \/>\n10. Savings on account of commission being paid to the banks for PPO maintenance &amp; pension calculation and disbursement<br \/>\n11.\u00a0 Easy\u00a0 disbursal\u00a0 since\u00a0 no\u00a0 cash\u00a0 transactions\u00a0 are\u00a0 carried\u00a0 out\u00a0 at\u00a0 the District\/Sub-Treasuries<br \/>\n12. MIS reports also generated which was not possible in manual system<br \/>\n13.\u00a0 Number of active PDAs reduced from more than 600 to just 14<br \/>\n14.
