Public officials must be convinced that e-governance is in their self-interest to<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>gain election victory,<\/li><li>respond to threats,<\/li><li>gain access to donor funds,<\/li><li>gain control, credibility, kudos, and other intangible resources<\/li><\/ul>\n\n\n\n<p>Other civil society stakeholders \u2013 managers, users, citizens in some cases \u2013 have less power but can still delay, skew or block e-governance initiatives.
