<p><strong>GST what is it and why is it needed?</strong></p>
<p>GST, Goods and Service Tax a destination based, indirect tax that will be levied on manufacture, sale and consumption of goods and services. GST includes al the central and state indirect taxes, which includes the additional excise duties, excise duties, service tax, additional customs duty, Value added tax(VAT), Sales tax, Entertainment tax, Central sales tax, entry tax, purchase tax, luxury tax and taxes on lottery, betting and gambling.</p>
<p>The taxes rates are different in different sates, GST will bring uniformity it will reduce the cascading effect of these taxes by giving input tax credit.</p>
<p>GST benefits the common procedures and claims credit for tax paid it will help the industries too and also expected to reduce the cost for the consumers.</p>
<p>&#8220;<strong>Arun Jaitley the Finance minister estimates GST will help increasing India&#8217;s GDP by 2 percent&#8221;</strong></p>
<p>Talking about the bill, the UPA government brought the bill in Lok Sabha in 2011 but failed to pass. The NDA government introduced a slightly modified version of the bill last December in Lok Sabha. The bill got clear but the GST is still pending in Rajya Sabha where it needs two-thirds majority by both houses and ratified by 50% of states to be passed.</p>
<p>The main reason of the bill being stuck is that the government does not have a majority in Rajya Sabha, opposition wants the bill to be referred to a select committee and not agreed by the government. The centre and the state have to frame and pass GST laws-Central GST and State GST, which will provide the  framework of new tax.</p>
<p>GST council will be formed which will decide on the issues including tax rates, exemption list and limits. Sub groups have already prepared blue prints for business, payment and refund process, dual control, rescue-neutral rate and GST laws while the National Institute of Public Finance and Policy and Sub groups have suggested a rate of 27% for both sates and the centre, Finance minister has clearly mentioned that this is too high.</p>

<p><strong>March 2003, </strong>Salman challenges the application of section 304 II of the Indian Penal code.</p>
<p><strong>May 2003, </strong>Court rejects Salman&#8217;s application and asks the magistrate to charge under 304 II.</p>
<p><strong>October 2006, </strong>The Bandra magistrate&#8217;s court files a charge against the actor under 304 I ( rash and negligent driving) and other sections under Indian Penal Code.</p>
<p><strong>22nd May 2007, </strong>Chemical analysis were done and it was found that the former actor Salman Khan was found drunk while the time of accident.</p>
<p><strong>23rd July 2013, </strong>The Mumbai sessions court frames charges against Salman khan including &#8220;Culpable homicide not amounting to murder&#8221;.</p>

<p><b>6th May 2015, Wednesday</b></p>
<p>The Bollywood star Salman Khan was found guilty in a hit and run accident 13 years ago that left a poor man dead and was sentenced a five-year jail.</p>
<p>Salman Khan, who broke into tears after listening the judgement was surrounded with his family and many other top Bollywood celebs who showed support, bail was asked immediately. He was released from the custody on his bail request till 8th May for the further proceeding about the bail on the given date.</p>
<p>Salman&#8217;s lawyer cleared that his driver was behind the wheel and the accident was due to burst of tyre and later Salman&#8217;s driver Ashok after 13 years suddenly claimed to be driving the car ,court rejected all the statements.</p>
<p>In sign of Khan&#8217;s stardom and popularity many fan&#8217;s were waiting outside the Bombay High court gate number 3 and Salman&#8217;s house too. But judge D.W Deshpande&#8217;s word at the start of the proceeding were blunt.</p>
<p><strong>&#8221; You were driving the car and you consumed alcohol&#8221; </strong>Deshpande said to Salman.</p>
<p>Judge asked Salman <strong>&#8220;What do you have to say? Maximum Sentence of 10 years?&#8221; </strong>Salman says <strong>&#8220;You are the judge ; Whatever you say is correct &#8220;.</strong></p>
<p>Salman khan is held guilty of all eight charges in 2002 hit and run case but he gets a 2 day interim bail from High court.</p>

<p><em>Countries major urban landscapes are to be recasted with the smart cities, on 29th April (wednesday) the Union Cabinet approved for spending worth Rs 98,000 crore under two new urban missions for next five years. Under this mission- 100 smart cities will be build and the Atal Mission for Rejuvenation and Urban Transformation (AMRVT) is for 500 cities with a total amount of Rs 48,000 crore and Rs 50,000 crore respectively.</em></p>
<p><em>As per the mission, Rs 100 crore per year will be given consecutively for 5 years, said the government. Cities to be developed will be selected through a competition intended to ascertain their ability to achieve the objectives of the smart cities mission. Each state will shortlist a number of smart city aspirants, which will prepare proposals for the Centre.</em></p>
<p><em>The main motive of the mission is to utilize available assets to enhance the quality of urban life and provide a clean and sustainable environment. The government also added up saying &#8220;Special emphasis will be there on participation of citizens in planning urban interventions , It will be implemented by &#8216;area based&#8217; approach, which includes, development of new cities e.t.c&#8221;</em></p>
<p><em>The main focus will be on the core infrastructure, services like adequate and clean water supply, sanitation and solid waste management, affordable housing for poor, robust IT connectivity and citizen participation.</em></p>
<p><em>AMRVT, will be implementing in 500 locations with a population of one lakh and above. These includes to the houses placed at the stems of the main rivers, few capital cities and important cities located in hilly region, especially tourist spots.</em></p>
<p><em>States will submit annual action plans to the Centre for broad concurrence based on funds will be released. A minimum investment of over Rs 2 lakh crore could be spend on the urban areas over next 5 years. Private investments could be mobilized by states and urban local bodies through PPP models as required to reach the project costs.</em></p>

<p><em>A woman was rescued alive by the Indian Rescuer about 50 hours after being buried under the wreck following the massive earthquake in Nepal, which killed more than 5,000 people.</em></p>
<p><em>Sunita Siloula was trapped under the wreck after the earthquake which brought down the five story building in Basundhra of Maharajgunj and was rescued alive by the India&#8217;s National Disaster Response  Force (NDRF) personnel.</em></p>
<p><em>Survivor was rushed to the near by hospital and now taken to the refuge at a school with her husband and two children who managed to escape unhurt. &#8220;It is like i am in a different world&#8221; said Sunita Siloula.</em></p>
<p><em>An assistant of NDRF said &#8220;we got the information that a lady is trapped under the wreck of this five story building. We started the rescue operation as fast as possible, we also had the information she is trapped between two slabs which may have kept her alive. First we stablished the area and provided her some life saving medicines and took her out.&#8221;</em></p>
<p><em>Still there are many more people trapped under many such buildings in Kathmandu Valley and many mountainous areas which are still unexplored and affected badly.</em></p>
<p><em>NDRF rescuers and Indian Air force personnel are searching the areas which are beyond Kathmandu Valley near Pokhara, those areas are still unexplored and help is needed. There are about 16 teams of NDRF in Nepal out of which 10 are already engaged in the rescue operation there for past few days.</em></p>
<p><em>The NDRF rescuers are currently present near these areas like Tanu Hospital, Balajutra, Balkhu, Goodbal, Brijeshwari, Chavmati, Vasundranmunatal, Maharajgunj, Gangabhu and Shobha Bhagwati Bridge.</em></p>

<p><strong>A farmer hanged himself at AAP&#8217;s rally on wednesday(22nd April) to protest against the government&#8217;s land bill. </strong>The farmer was rushed to the nearby Ram Manohar Hospital, Doctor&#8217;s said the farmer is identified as Gajendra Singh(41) from Nangal village of Dausa district in Rajasthan.</p>
<p>The farmer was brought dead from the site of the Aam Aadmi Party&#8217;s rally where he hanged himself from a tree. The news was everywhere and soon it became a political war, throwing up reasons why this happened on each other and linking it with many other political parties. <strong>Prime Minister Narendra Modi </strong>expressed grief saying <strong>&#8220;Incident was saddening and it has shattered the whole nation&#8221;.</strong></p>
<p>Mean while Congress demanded to<strong> register a FIR against the Prime Minister and Delhi Chief Minister Arvind kejriwal </strong>stating them most responsible for the suicide of the farmer. Party spokesperson Satyavrat Chaturvedi said at the AICC briefing <strong>&#8221; A case abetment of suicide should be lodged against the state government and the central government, two people are responsible for the suicide are Prime Minister Narendra Modi and Chief Minister Kejriwal &#8220;</strong></p>
<p>The incident occurred around 2pm in presence of Kejriwal, encouraged senior AAP leaders to allege that it was an attempt to distract the rally.</p>
<p><strong>Home minister Rajnath Singh</strong> expressed grief over the incident and directed a proper investigation of the incident.</p>
<p>Kejriwal said <strong style="font-style: italic;">&#8221; We were continuously asking the police to bring him down. Police may be not in our control but at least there should be semblance of humanity left in them. I am rushing towards the hospital with Manish Sisodia &#8220;</strong>.</p>
<p>There was a complete chaos at the Aam Aadmi Party&#8217;s kisan rally after the farmer committed suicide by hanging himself from the tree during the rally. At around 1:30pm the man was noticed, most of the people thought he wants a better glimpse of the dais, with the Delhi Chief Minister Arvind Kejriwal who arrived few minutes earlier.</p>
<p><strong>The man proceeded to use a white cloth that he was carrying to tie around his neck, and hung himself by both of his hands wrapped around the tree. Police personnel surrounded the tree in a semi circle and did not attempt to bring the man down.</strong></p>
<p><strong>Kumar Vishwas </strong>who had the mic as the event was just unrolled, first urged the man to come down. When the situation got serious, Kumar Vishwas then said <b>the man can meet Arvind Kejriwal if that&#8217;s what he wanted, but asked him not to do anything serious&#8221;.</b></p>
<p>Vishwas realised that the man was motionless hanging from the tree, an irate Vishwas said <strong>&#8220;Waha police khadi hai apna kaam kyu nahi kar rahi&#8221;</strong> (Police is standing there, Why are you not doing your work?)</p>
<p>As the police stood motionless for about 10 minutes, five civilians one of them wearing AAP&#8217;s cap climbed up and tried to drag the man down. They succeeded to bring the man a down but a point they had to drop him down to the ground. He was rushed to the hospital. <p><em>Previously, the company recorded 590Kph and it broke it&#8217;s previous record from 2003 of 581Kph too. The <strong>Maglev </strong>levitates about 10cms (4 inches) above the tracks and it works on the <strong>Electrically charged Magnets. </strong></em></p>
<p><em>A reporter who rode the super speed train claimed &#8220;<strong>It was a feeling that i was taking off in a plane, feeling of the G force is more as the speedometer is pushed higher&#8221;. </strong></em></p>
<p><em><b>Yasukazu Endo </b>who heads the Maglev test centre in South West of Tokyo said <strong>&#8220;The faster the train runs, more stable it becomes&#8221; </strong>he also said that <strong>&#8220;The quality of the Train has increased by the time&#8221;.</strong></em></p>
<p><em>The JR central wants a <strong>train from 2027 covering up the 286 Km route between two cities in just about 40 minutes that is from Tokyo and Central City Nagoya.</strong></em></p>
<p><em>The service would run at the top speed of 500 Kph the journey will be completed less than half of the present time consumed in these bullet trains. Maglev trains are expected to link Tokyo and Osaka by the end of 2045, reducing the journey time in just half. It has been estimated that nearly <strong>$100 billion has been spent just for the stretch to Nagoya</strong> and more than 80% of the route is expected to go through costly tunnels.</em></p>
<p><em>Japan is thinking of selling the <strong>Shinkansen and Maglev train system </strong>overseas, with <strong>Prime Minister Shinzo Abe </strong>acting as a <strong>traveling salesman </strong>in his bid to receive the economy partly through infrastructure reports.</em></p>
<p><em>Prime Minister will be touting the technology for a high speed rail link between <strong>New York and Washington, </strong>If happens that will be a great profit for them.</em></p>

<p><strong>Chief Minister, Arvind Kejriwal </strong>said  <strong>&#8220;Our first step towards Swaraj. Mohalla&#8217;s are just like Parliament and in their parliament decisions</strong><strong> w</strong><strong>ill</strong><strong> be taken by the common people on how they will use their funds, if works out well will be put up in all the constituencies&#8221;.</strong></p>
<p><strong>&#8220;There will be 400 mohalla sabhas in the city. Politicians have misused the public money, this is your money and the common people will decide where to use it.. We will set Delhi as an example for the democracy in our country&#8221; Kejriwal said.</strong><strong>&#8220;</strong></p>
<p><strong>&#8220;On Saturday and Sunday(18th, 19th April) 35 such meetings were held in Patparganj constituency . That was just a beginning&#8221; </strong>says Sisodia.</p>
<p>Same format was followed in all the mohalla&#8217;s. To an audience of people who are residents of the mohalla, asking for <strong>&#8220;one thing they need priority expenditure in their area&#8221;. </strong>Priorities were listed in many pieces of paper by party and volunteers too.</p>
<p>Once process was completed, Sisodia read out the list and taking votes by raising their hands. Repeatedly, people were asked not to vote for all the issues but only for those what they think is must. <strong>&#8220;The more number of hands raised up, on an issue priorities will be given&#8221; </strong>Kejriwal said at the first meeting.</p>
<p>Sisodia called out all the issues loud and asked for the opinions by the resident&#8217;s, So that it could be added to the priority list. People complained of a road that lay incomplete, and Children complained of teacher&#8217;s not regular in there respective jobs in the school.</p>
<p>First gathering, many issues were noted down and votes were taken especially Construction of Public Library, dispensaries and renovation of roads was highlighted.</p>
<p>Second day, DDA park in Sanjay Lake, the issues were serious like the water lines and also the issues that got sanctioned by the people installation of CCTVs, removal of street dogs and monkey&#8217;s from the area.</p>
<p>In all the meetings there were many <strong>MLAs </strong>from different constituencies. <strong>&#8220;Something like this has never ever happened before you need to do all that too, So watch how things should be done&#8221; </strong>Sisodia told MLAs.</p>
<p>The sabhas were held up just like any other Political functions, <strong>MLA</strong><strong> Manish Sisodia</strong> went to every corner of the pavilion through a microphone. <strong>&#8220;This is your chance to build the budget this time. Don&#8217;t put up personal issues here but those issues which will help your mohalla. Rs 50 lakhs are in your hands and we will do your bidding, But do think carefully&#8221; </strong>said Sisodia.</p>
<p>Soon the volunteers came in distributed the white sheets and pencils and were asked to write one, and only one issue that they need improvement in. Sisodia said <strong>&#8220;Sewar ka kaam hona chaiye&#8221; </strong>nearly all the hands rose up for this issue, another issue came up was that teachers don&#8217;t show up in school and the food is bad, <strong>&#8220;You go to the school and inspect&#8221; Sisodia told the District Collector.</strong> A representative from DUSIB didn&#8217;t seem to be present for the mohalla sabha, Sisodia threatened him with suspension on the microphone.</p>
<p>Few complains were ignored too, and the number of voices thrown up on the basis of that topics were written down. People present for the sabha said <strong>&#8220;They were included in this process, and this never ever happened before&#8221;.</strong></p>

										<content:encoded><![CDATA[<p>&#8220;On 16th April, It commenced when &#8220;<strong>Hurriyat Chairman Syed Ali Shah Geelani&#8221;  </strong>addressed  a Public rally in Srinagar accompanied by his adherents including separatist leader <strong>Masarat Alam </strong>( his first appearance after his release last month) were against the Laws of the country.</p>
<p>J&amp;K Police filed a case, against them under Unlawful Activities Act for &#8220;<strong> Provocative activities and  hoisting of Pakistan flags&#8221;</strong>. Geelani was booked under <strong>Section-13 of UAPA &amp; Sections 120-B, 147, 341, 336 &amp; 427 of Ranbir penal Code (RPC). </strong>After spending 3 months in Delhi,  at Hyderpora Geelani addressed a public rally. The horde waved Pakistan flags and shouted slogans of &#8220;Azadi&#8221;.</p>
<p>After Geelani&#8217;s speech enormous segment of youth asked him to take the stage. <b>Masrat Alam raised slogan &#8220;Kashmir banega,&#8221; </b>youth responded cries of &#8220;Pakistan,&#8221; Alam shouted, <strong>&#8220;Jeevay Jeevay Pakistan (long live Pakistan)&#8221;. </strong>In his speech Geelani said  &#8220;<b>This (Kashmir) is not an issue of  the border between India and Pakistan. This is an issue of the people of J&amp;K, whether they are Muslims, Hindus, Sikhs or Christians. </b>He also warned the government against setting up exclusive colonies for the rehabilitation of Kashmiri Pandits.</p>
<p>Geelani said <strong>&#8220;India has announced Rs 20 lakh for them to build their houses..Give them Rs 30 lakh but let them stay in there villages&#8221;. </strong>Geelani ended his speech with slogans of &#8220;Azadi&#8221;. On the evening of his visit to Tral, holding a protest, Chairman of Hurriyat, Syed Ali Geelani has been placed under House arrest. J&amp;K police has decided not to allow any one towards the Tral on 17th April(Friday). After all the Police case and the incident, J&amp;K <strong>Chief Minister Mufti Mohammed Sayeed </strong>said <strong>&#8220;law will take its own course&#8221;.</strong></p>
<p>Two days after he led a rally alongside Hurriyat chairman Syed Ali shah Geelani Separatist leader Masarat Alam was arrested on Friday (17th April) for <strong>&#8220;Seditious activities&#8221;. </strong>A day after the Hurriyat conference planned to keep a rally in South Kashmir&#8217;s Tral town led clashes between protestants and police. <strong>The separatists are protesting against the killing of 25 year old in Tral that too in a Army encounter. </strong>Cases were Registered against Alam for breaking the law, <strong>waving Pakistani Flags and Pro Lashkar slogans at the rally.</strong></p>
<p>BJP national secretary Shrikant Sharma said, <b>&#8221; Wednesday&#8217;s rally was a reaction to the BJP governments attempt to rehabilitate Kashmiri Pandits and protect refuges from west Pakistan&#8221;. </b>Meanwhile, authorities imposed restrictions and sealed roads leading Tral to prevent protests against the killing of Khalid Muzzafar, His family allege that he was killed in Army custody. Protest were on like a fire in Tral and also in some parts of the city, Police used <strong>Latthi charge and tear gas </strong>to scatter the crowd.</p>
<p>The very same day, <b>Hurriyat moderate chairman Mirwaiz Umar Farooq </b>led the protest in the city in front of Jama masjid.</p>
<p>On 18th April, <strong>Suhail Ahmad Sofi, a class X student, was killed in a open fire by the police on the protestors in Ghat Narhal, Budgam on saturday(18th April). </strong>Four others were injured when the security forces opened fire on a group of Budgam district. This was during the strike being called by the separatists to protest against the arrest of leader Masarat Alam. The J&amp;K police said, admitting the fault two of its personnel have been arrested. Probe tells that <b>Constable Javaid Ahmed </b>fired with his service rifle on the direction of <strong> ASI Manzoor Ahmad </strong> in violation.</p>
<p>Studying in a government high school, Suhail Ahmad Sofi left for the school as usual in the morning on saturday (18th April) but soon afterwards he was lying dead at a nearby hospital with a bullet in his back. This was all due to the clashes between the security personnel and Protesters. After this violence erupted in several parts of Kashmir.</p>
<p>Shakeel Ahmad, cousin of Suhail said &#8220;<b>It was a murder&#8221;, &#8220;We left home together. Outside, some shops were open and traffic was moving normally. There were some youth not more than 10- occasionally throwing stones suddenly police came in and opened fire&#8221; </b>he claimed. Suhail died before reaching the hospital, as the internal organs were completely damaged due to the bullet.</p>
<p><strong>&#8220;When police opened fired, we started running, but when i looked back i saw Suhail lying down I asked him to get up and run. Then we started running again, barely few meters and he fell down again&#8221;  </strong>Shakeel claimed.</p>
<p><strong>&#8220;Once I looked back I saw a police man trampling his body. I called for help, a women came and snached him away from the police man. I rushed him to the hospital, but the doctor said it was too late&#8221;</strong> he alleged.</p>
<p>Talking about the ASI and the constable, both have been taken under custody and investigation is underway. The Magam police station SHO, Inspector Khursheed Rehman, Has also been attached to lack of supervision- Said J&amp;K spokesperson, SP Manoj Kumar. The case undergoes sections of RPC, including <strong>302(murder) </strong>is registered. Sofi&#8217;s death Sparked more protests in the villages, in which two youths sustained injuries and one of them has a critical injury says the Doctor.</p>
<p>Police said, they received reports of stone pelting on them just to control the situation they had to fire few rounds resulting injuries.</p>
<p><strong>&#8220;A case (FIR No 34/2015) under sections 302,147, 149,341,427 RPC has been registered at the Magam police station&#8221;. </strong>CRPF Spokesperson Ashish kumar said as probe has been ordered, <b>&#8220;Our  proofs are always deployed with the local police&#8230;we will know once the investigation is over&#8221; </b>he said.</p>
<p><strong>J&amp;K liberation Chief Yaseen Malik &amp; Social activist Swami Agnivesh were not allowed lead a march to Narbal to protest against Sofi&#8217;s killing.  </strong></p>

Telecom operators/ISPs are the access service providers, and can control how much you access, how fast you access and what you access. Without Net Neutrality, ISPs would be able to devise new schemes to charge more from the users for access and services being provided.</p>
<p style="text-align: left">Without Net Neutrality, ISPs would be able to block content and speech that they don&#8217;t like very easily, they can reject the apps that compete with their own benefaction, and compute Web traffic(reserving the ones who bid the highest for the fastest loading and sticking others to the slowest).</p>
<p>All the content is equal and must be equally accessible, Neutrality means that once you have a internet plan you should be allowed to access any website you want without any discrimination. The Telecom operators want to crave up the internet into bunch of different sections such that you have to pay to access every single of them separately. Just not user&#8217;s, but loss of net neutrality can effect the newly based internet business.</p>
<p>The <strong>&#8220;Constitutional paper for Regularity Frameworks for over-the top (OTT) Services&#8221; , TRAI puts the paper on 27th   March and the last date for submitting the complains is 24th April, </strong>according to the <strong>TRAI reports </strong>it says</p>
<p>&#8220;<strong>The best known examples of  OTT are Skype, Viber, </strong><strong>WhatsApp, ChatOn, Snapchat, Instagram, Kik, Google talk, Hike, Line, WeChat, Tange, e-commerce sites( Amazon, Flipkart etc), Ola, Facebook Messenger, Black Berry Messenger , iMessage , Online Video games &amp; movies. </strong>&#8221;</p>
<p>Today, users can directly access these websites from anywhere any time, but the new upcoming issue of Net Neutrality can demolish that. All the Apps &amp; Website make a lot of money by sending data across this bandwidth &amp; the telecom operators don&#8217;t get any thing.</p>
<p>TRAI saying in one of its clause is that <strong>&#8220;</strong><strong> The characteristics of OTT services are such that TSPs realize revenues solely from the increased data usage of  internet-connected  costumers for various application ( henceforth, apps). The TSPs do not realize any other revenues, be it carriage a bandwidth, selling or enabling OTT apps. On the other hand, OTT providers make use of the TSPs infrastructure to reach their costumers and offer products/ services that only make money for them but also complete with the traditional services offer by TSPs, these apps also compete with brick &amp; mortar rivals  e.g. e-commerce sites, banking etc. </strong></p>
<p>Another arguments by telecos are making that they pay a very big amount of money to build infrastructure to create and maintain these data services but OTT consume these revenues making it impossible to earn that investment back. The Data usage is making telecos money.</p>
<p>According to the TRAI report,<strong> The cellular operators Association of India(COAI), says that you can only provide internet telephony services if you have a special license under the Indian telegraph act 1885.</strong></p>
<p>Many other countries adopted net neutrality, if India wants to progress with those countries an open and free internet is essential. There will be other fights ahead. No matter what, the Internet must remain a forum for innovation and free expression. Open, affordable, fast and universal communications networks are essential to every individual, economic and political futures<b><br />
